CARM
You need to know about CARM
How it affects your company
This portal allows businesses to register and manage their accounts with the Canada Border Services Agency (CBSA). Release 2, which will go live in 2024, means forms will be replaced with a new electronic accounting declaration.
All importers will need to register on the CCP to be able to take an active role in managing their accounts. CBSA CARM will not be changing the release process (this step will continue to be managed by a customs broker), and failure to register on the CCP and set up a bond will result in clearance delays and penalties at Release 2.
This rollout timeline for this project is changing over time, which means certain processes are yet to be finalized. To help you import into Canada, we are actively monitoring program changes and will update you as each release approaches.
CARM Release 2 Update
CBSA recently announced that CARM Release 2 will be available October 2024. For those clients registered in the CARM Client Portal (CPP) prior to October 2024, there will be a 180 day transition period to insure the importer’s financial security is in place. Mantoria recommends that importers register for the CPP as soon as possible, proceed with establishing their financial security, and adjust their internal workflows in order to be prepared ahead of the release 2 deadline. Please review the CARM Solution Spotlight to learn more about the financial security changes coming.

Financial security changes for Release Prior to Payment (RPP) privileges will come into effect with CARM Release 2. The CBSA will then require all importers wanting to participate in the RPP program to enroll and post security with the CBSA.
You can complete the form and request for a customs bond with Mantoria and be ready for Release 2. Note that the bond amount is subject to a new $25K minimum.
